Metrc, short for Marijuana Enforcement Tracking Reporting Compliance, is the leading provider of cannabis regulatory technology systems in the United States. It utilizes a cloud-hosted, real-time system with serialized tags embedded with barcode and Radio Frequency Identification (RFID) technology. These tags are attached to every plant and wholesale package, allowing for comprehensive tracking of cannabis products through all stages: cultivation, harvesting, processing, testing, transport, and sale.
The system is designed to provide robust data for regulatory oversight, ensuring that all cannabis products are accounted for and compliant with state regulations.
Implementation Timeline: Key Milestones in June
The transition to Metrc has been phased, with various license types gaining access and migrating their operations over several months. For June, the focus is on a critical juncture for dispensaries and the eventual discontinuation of the previous BioTrack system.
According to the implementation timeline:
- June 2: Dispensaries began migrating their inventory over to Metrc.
- June 17: All licensees are scheduled to be moved into Metrc and become fully operational within the new system.
- July 1: BioTrack is scheduled to shut down, making Metrc the sole mandated seed-to-sale system of record in Illinois.
This month also sees continued activities for other license types that began their transition earlier:
- Cultivation Centers, Craft Growers, and Infusers are continuing to process product through licensed transfers in Metrc. They were advised to begin ordering Metrc tags as early as April 28th and integrate new, untagged inventory into the system.
- Testing Labs and Transporters have been accessing Metrc since April 1st, with many already ordering and using Metrc tags for product movement.
Key Aspects of the Transition
- No Additional Fees for Licensees: The State of Illinois will largely cover the costs for the Metrc system and RFID plant and package tags, meaning no additional fees for licensees for system access or tags.
- Inventory Management: Businesses with existing product that has been tested in BioTrack should sell through that inventory in BioTrack and not move it into Metrc. New plants and products without existing test results in BioTrack should be created and tagged directly within Metrc.
- Support and Training: Metrc provides extensive support for licensees, including a dedicated support team available by phone (877-566-6506) and an online support portal. An on-demand training platform, “Metrc Learn,” offers over 300 courses, and an AI-powered chat tool, “Metrc Expert,” is available within the system for real-time assistance.
- Integration with Existing Systems: While Metrc is mandatory for state-mandated track-and-trace information, licensees can use third-party vendors for additional business services, such as inventory management systems, provided they can integrate with Metrc via its Application Programming Interface (API).
- No Change to Tax Payments: The transition to Metrc does not alter how businesses pay cannabis taxes.
- Licensing Remains Separate: Licensing, product registrations, and agent registrations will continue to be managed by the Illinois Department of Financial and Professional Regulation (IDFPR) for dispensaries and the Illinois Department of Agriculture (IDOA) for other license types.
