Michigan governor floats extra 32% adult-use cannabis tax to fund roads


Michigan’s cannabis industry is facing a potential tax increase that could shake the foundation of its $3.3 billion market. Governor Gretchen Whitmer has proposed a 32% wholesale tax on adult-use cannabis, aiming to generate revenue for a $3 billion infrastructure plan. This proposal, which would need approval from state lawmakers, has sparked concerns across the industry, with many warning that such a tax could cripple businesses and fuel the illicit market.

The Current Tax Landscape

As it stands, Michigan applies a 10% excise tax and a 6% sales tax on recreational cannabis. In 2023 alone, the state collected $270 million in cannabis tax revenue, with $87 million allocated to municipalities. Whitmer’s proposed 32% wholesale tax—which would mirror taxes on tobacco—could bring in an estimated $470 million annually, according to Crain’s Detroit Business.

The Industry’s Concerns

For many cannabis operators, the proposal is alarming. The market is already struggling with historically low prices, and this added tax burden could push more consumers toward the illicit market, a problem that has plagued other legal states like California.

“This proposal is a stretch that will have massive pushback from all regulated operators who have invested hundreds of millions of dollars into the state,” said Aric Klar, CEO of cultivation company Quality Roots, in an interview with Crain’s.

The additional tax would also significantly increase retail prices. Reports suggest that the average price of an ounce would jump by over $22, reaching $91.34.

A Step Backward for Michigan’s Cannabis Market?

Michigan’s cannabis industry has been one of the most successful and competitive in the country, thanks in part to affordable prices and a strong consumer base. A drastic tax hike could stifle growth, push consumers to unregulated sources, and drive small businesses out of the market.

As the proposal moves forward, industry leaders, consumers, and advocates are expected to push back against what they see as a potential death blow to Michigan’s thriving legal cannabis market.
