Illinois regulators conducted more than 1,400 undercover attempts to purchase cannabis by individuals under 21 during fiscal year 2026, and the overwhelming majority of licensed retailers refused the transactions.
According to the Illinois Department of Financial and Professional Regulation’s 2026 Annual Cannabis Report, state authorities conducted 1,452 underage compliance checks during the fiscal year. Only six of those attempts resulted in a cannabis sale.
That means approximately 99.6% of the attempted purchases did not result in a sale to an underage customer.
The compliance checks were conducted by the Illinois State Police Cannabis Control Office as part of its “under 21 covert details.” The report does not identify the six dispensaries where sales occurred, nor does it provide specific information regarding disciplinary action connected to those incidents.
The results represent an increase in the number of compliance checks compared with fiscal year 2025. During that period, state authorities conducted 1,145 attempted underage purchases, with four resulting in sales.
Fiscal year 2026 therefore saw roughly 27% more attempted purchases than the previous year, while the percentage of retailers that successfully prevented underage sales remained above 99.5%.
Thousands of Cannabis Facility Inspections
Underage compliance checks were only one part of the state’s broader cannabis enforcement and inspection efforts.
The Illinois State Police Cannabis Control Office conducted 7,787 inspections of licensed cannabis businesses during fiscal year 2026. Those inspections covered dispensaries, cultivation centers, craft growers, infusers and transporters.
Inspectors documented 996 violations during the year. Of those, 648 were reported to the Illinois Department of Financial and Professional Regulation, while another 348 were reported to the Illinois Department of Agriculture.
The Cannabis Control Office also reported that inspectors counted more than 4.7 million cannabis plants and products during their inspections.
In addition, the office received 85 referrals during the fiscal year from law enforcement agencies, members of the public and individuals within the cannabis industry.

Illinois Continues Expanding Its Regulatory Oversight
The report listed 280 licensed cannabis dispensaries operating in Illinois during fiscal year 2026, along with 20 cultivation centers, 29 craft growers, 19 infusers and 143 licensed transporters.
The Cannabis Control Office said it continued its practice of conducting monthly inspections of licensed cannabis facilities. The agency also plans to expand its inspection staff during fiscal year 2027.
The latest compliance figures show that while violations and failed underage checks continue to occur, Illinois retailers overwhelmingly complied with the state’s age restrictions during the latest reporting period.
With the state continuing to expand its cannabis regulatory infrastructure, additional inspections and compliance checks are expected as Illinois moves into fiscal year 2027.
